Description: 
<Kyoyama District, Okayama City>
The Kyoyama District of Okayama City is an educational district in the city center near the JR Okayama Station with a population of 24,000 persons (10,000 households). The district abounds in nature as it contains various mountains such as Kyoyama and Handayama, and major waterways such as Zasugawa River and Kannon-ji irrigation waterway. The district features a concentration of educational facilities such as seven elementary, junior and senior high schools, as well as three colleges, the Okayama Prefectural Lifelong Learning Center, a Children's Hall, Multi-use Sports Field and Okayama City Kominkan with an attached library.

<Objective of Activities>
Activities are centered in the Okayama Municipal Kyoyama Kominkan, a public social education facility, involve environmental surveys and investigation, emphasizing the viewpoint of young persons, and are carried out through collaboration with academic and social organizations composed of persons of all generations. Through these activities, we are attempting to create a consciousness throughout the community as a whole regarding problems existing in the district and the shared nature of such problems. In this way, we are seeking measures to improve such problems as a community as well as create persons who will take responsibility for their own region through such local activities.

<Description of Activities>
In addition to surveys and investigations of the regional environment, activities orientated towards improving regional educational capabilities and strengthening bonds with the local community include an ESD Summit (general meeting of the whole region) that provides an interregional dialogue, workshops, eco-tours and an ESD Festival. The Okayama Kyoyama District ESD Promotion Council was established on July 8, 2006 in order to promote ESD on a wide level, not only the environmental aspects, throughout the whole region. The council has organized and promoted activities in FY 2007 such as "Okayama KEEP Study Group" planned and administered by junior and senior high school students, and "Movie Kyoyama" that aims to foster cinematographic memoirs of the region that can be passed on to future generations. Other activities have been carried out that seek not only to educate but to also realize changes towards creating a sustainable society such as the "Kyoyama Personal Shopping Bag Contest", and the Kyoyama ESD "Paths of Greenery and Water" that aims to realize regional sustainable development through ESD. This project has got certified as ESD Promotion Commission of the Ministry of the Environment in FY 2007.

Describe Coordination and management of the project. Please also reflect how the RCE as a network organization has contributed to the project and the challenges involved, if any. Character count 400 words : 
Kyoyama ESD Commission and Kominkan (community learning centre) act and promote ESD with a cooperation and coordination with various local stakeholders. Representatives of each stakeholders participate in the Commission and help to convey the vision, policy and roadmap to members of each stakeholders. The representatives work as interpreter of Kyoyama ESD Commission.
Representatives work to promote ESD and put ESD into each Stakeholders’ activities.
Kyoyama ESD Commission is a member of Okayama ESD Project coordinated RCE Okayama, and the commission support RCE to share good practice and evaluation & monitoring process.
Secretariat of RCE Okayama provide information of global roadmap of ESD and activities of other RCEs.
Kyoyama ESD Commission has been working with elementary & junior high school, high school and universities.

15. What are the expected/confirmed outcomes (e.g. impact of the project) Character count 400 words: 
Kyoyama ESD Commission and Kominkan are recognized as venue of dialogue and it become established in common knowledge.
Persons who participated and cooperated from the beginning of Kyoyama ESD Project has grown up and had wide visions for sustainable society.
Textbooks and educational materials are used in schools in Formal Education.

- ESD Comics; used by elementary and junior high schools, distributed by other Kominkans (community learning centres) and other centres organized by municipality
Focus of ESD is limited to mainly in environmental issues at first. Now it has broadened to various fields.
16. Are there any unexpected/unplanned results achieved by your project? If yes, briefly describe or list them . Character count 200 words.: 
At the beginning, ESD activities mean only environmental activities. But, they are broadened to other categories. People recognize activities of other categories can be one of ESD activities.
People who have handicap started to join ESD Project .
Through participation of ESD Project, hey start to join the activities of community.
Children with disabilities and their parents did not participate initially in ESD projects. There was a sense of “different world” between people who have disabilities and who do not have disabilities. However, by participating in the ESD project, it has changed. Children with disabilities and their parents began to disseminate information proactively. People in the region, has no longer has prejudice against people with disabilities. Atmosphere for vulnerable groups in the region, such as the elderly or people with disabilities, is building.
17. What are the remaining challenges and/or limitations for further development? Character count 300 words.: 
One of remaining challenges is establishing community business.
At first stage of ESD project, environmental activities are main activities, but they are not limited now.
Coordination between environment and economy become one of the major issue.
Current ESD activities are organized by persons’ own resources. Manpower and funds are limited.
Challenges can bel
- Sales of educational materials (books and DVDs etc.)
- Start management of cafeteria
- Start community business as one of a part of social education * the community business must fit the situation of community
- Further cooperation with existing organizations like community groups
18. What is the project’s contribution to innovative and transformative educational processes for sustainable development (especially regarding formal and/ non-formal learning/research)? Character count 500 words: 
ESD project promoted a social participation of children. Before the project begun, children had few chances of participation. However, the project contributed to form places of dialogue among children and elderly people.
All participants can say their own opinions without any restriction.
In existing organizations, their roles are fixed; Teachers and students, President of company and staffs etc...
In Nonformal Education environment, participants are able to talk whatever they want.
Through such personal relationships, multi-stakeholders can communicate in a smooth manner to act, work and discuss.
In addition, Okayama City Education Board set a policy to promote ESD in ASPnet schools. It was helpful for Kyoyama ESD Commission to work with schools.
19.How can you scale up and mainstream ESD and SD practices of the project and enable it to contribute to the implementation of the Global Action Programme (GAP) as proposed by UNESCO? (max 300 words): 
Kyoyama ESD Commission keeps working together with Okayama City which promote ESD as municipality and Okayama City Education Board which has policy to promote ESD in ASPnet schools.
For residents of community, municipality’s policy is easier to accept in comparison to activities of non-governmental organizations.
Proactive governmental organizations’ actions help ESD to be widespread.
In Kyoyama are, a number of fluid population is big, and teachers and staffs of Kominkan (Community Learning Centre) transfer in certain terms. So, the framework such as community based commission and ASPnet schools are needed.

It is considered important to bottom-up process ESD, but requires an understanding of the top to achieve a bottom-up mechanism that allows a bottom-up process in a top-down is required
20. How does you project contribute institutional and policy reforms as part of sustainability change? Character count 500 words: 
ESD promote mutual understanding among people and organizations, and helps to understand other stakeholders’ situation, opinion and framework.
Through ESD way of thinking, Kyoyama ESD Commission (citizens organization) tries to understand what municipality and education board do, Education Board tries to understand what the community and commission do, municipality tries to understand citizens and Education Board do.
Most participants of the commission have mind of mutual understanding, so participants do not say too difficult requirements to other stakeholders.
University professors and students keep working together to utilize their technical skills for community. They support to make community’s proposal/ requirements for municipality and other stakeholders.
Kyoyama ESD Promotion commission does not regard ESD as just learning. The goal which the commission think is to develop the community or solve social issues through learning mutually.
ESD is to be utilized. One of the key of Kyoyama activities is setting such goal as a policy of the commission.
21. How does your project further improve capacities of various partners and stakeholders on the theme? Character count 500 words.: 
Multi-stakeholders have participated Kyoyama ESD Project. Stakeholders; community groups, NGOs, schools, universities, municipality etc
For further improvement, participation of corporations will bee needed.
Corporations have human resources, certain properties and fund as organizations. We would like to coordinate community and corporations for the development of community and promotion of ESD.
ESD Project needs to provide the reason for corporation to participate any projects. And the reason must be authorized in the corporation.
Corporations needs to gain profit from the project, so ESD Project may need to create profit for them.
However, residents may react sharply against the company if only the corporation gain profit.
We need coordination and framework which can create profit and chance for residents to learn for their own community.
Community needs to stand up by itself with cooperation of multi-stakeholders including corporations.
ESD project and local corporation in Kyoyama area have an agreement to promote ESD. (agreement is outline) One of an important issue is to make concrete actions something like joint venture project.
23. What is novel about the project within the RCE network and what could other RCEs learn from this experience? (Answer only if relevant) Character count 250 words.: 
Setting a goal of ESD Project is most important. The goal needs to be formed through the process of discussion of community people.
The followings are lessons learnt;
1. Design a program of study
- Start from issues which is interested for participants at the entrance of activities to make them be proactive
- Go out for fieldwork to experience the real experience , and are each other learn through experience the real thing
- Re-discover things and goods which are in the region; tradition of history , culture and customs
- Add a new perspective to the activities; environment inspection ( road and water green ) -> urban planning administrative
- Draw future plan with community people
Have Local People to be guides of teachers
- “Utilize” people who have professional skills in the region such as a group of filmmaking
- Welcome participation of University students; Okayama University, Notre Dame Seishin University and other University students join ESD Project
Gather new members
- Visualize the linkage with United Nations, UNESCO and other stakeholders; it enhances the motivation and local children
- Make face-to-face opportunity to talk; even though IT is progressed, ESD Project make face-to-face communication to maintain connections
- Do not give too much pressure to schools; ESD Project ask schools what they can do.
- Include PTA (Parents and Teachers Association) to ask cooperation
24. What is the significance of this project for the region? How important are its results for its particular project category? Character count 250 words.: 
Purpose to promote ESD is to change unsustainable society to sustainable society. Unsustainable cannot be resolved by individuals, so it is necessary to be resolved by group to change society as a whole.
Participants of the ESD project have begun to notice that they need to change their behavior of the individual to change society and started to act.
Local residents are beginning to communicate with people of different sense of values to work with various stakeholders.
ESD is changing the behavior and sense of values of the people of the region.
ESD led people who acted in various way to review their activities and made it possible to find the value again.
There was a variety of activities in the community, but they were not connected. ESD played an important role to connect such activities and people to work together.
