Socioeconomic and environmental characteristics of the area :
The Basque Country has a population of approximately 3 million. The population density, at about 140/km² is above average for both Spain and France, but the distribution of the population is fairly unequal, concentrated around the main cities. A third of the population is concentrated in the Greater Bilbao metropolitan area, while most of the interior of the French Basque Country and some areas of Navarre remain sparsely populated: density culminates at about 500/km² for Biscay but falls to 20/km² in the northern inner provinces of Lower Navarre and Soule.
The Basque Country region is dominated by a warm, humid and wet oceanic climate and the coastal area is part of Green Spain and by extension it affects Bayonne and Biarritz as well. Inland areas in Navarre and the southern regions of the autonomous community are transitional with continental Mediterranean climate with somewhat larger temperature swings between seasons.

Rationale:
UNESCO Etxea is developing the Factoría 4.7 project as part of UNESCO's global strategy on Education for Sustainable Development (ESD) within the Ibero American region with the aim of advancing the 2030 Agenda through target 4.7 of the Sustainable Development Goals (SDGs). This project will be articulated around (1) knowledge management; (2) multi-stakeholder and multi-sector partnerships; and (3) a communication strategy, all within the Ibero American context.
Objectives:
•Consolidate transformative alliances for Education for Sustainable Development through the dialogue of knowledge, experiences and languages
• Provide simple and attractive tools for ESD
• Contribute to incorporating ESD into educational policies, curricula and frameworks.
• Activate citizenship to contribute to the 2030 Sustainable Development Agenda in Ibero-America.

Activities and/or practices employed:
1. Main Line of Action (MLA) 1: Knowledge Management in Education for the 2030 Agenda
In order to democratize access to quality pedagogical tools on ESD with a gender and rights approach in Ibero America, Factoría 4.7 will create, feed and manage a digital portal that will make quality ESD pedagogical tools available to any interested agent.
2. MLA 2: Multi-stakeholder partnerships to advance Education for the 2030 Agenda
Factoría 4.7 will promote cooperation within the Latin American space to promote Strategic Alliances around the 2030 Agenda, through Education.
3. MLA 3: Implementing a communication strategy on Agenda 2030
By means of a general strategy on communication for action, UNESCO Etxea will help citizens to feel challenged and main actors of the transformation towards sustainable and inclusive development; to feel part of the 2030 Agenda process, by promoting responsible individual and collective attitudes, to demand a more ambitious action for the 2030 Agenda, and to adopt ways of life putting Human Rights, Gender Equality and Equity, and Environmental Protection at the centre.
