3) Collaborative Capacity Building Programmes : Organized 10 events and mobilized the schools, colleges, universities and other institutions to visit of Science Express – Climate Action Special (SECAS) was designed by Ministry of Environment, Forest & Climate Change (MoEF&CC) and Ministry of Railways, Government of India to create awareness among various sections of society about basic concepts of Climate Change, its impacts and related mitigation and adaptation strategies. It halted at three stations (Patiala junction, Hoshiarpur junction and Pathankot) of Punjab, India.

1. Social or personal development to focus on understanding the process of climate change and enhancing the abilities to achieve measurable and sustainable results through Publication on Climate Change.
2. Sustainable initiatives/actions towards the Climate Change Issue:
a) Towards Climate Resilient Livestock Production System in Punjab: “ Towards Climate Resilient Livestock Production System in Punjab” (Project sanctioned by Ministry of Environment, Forests & Climate Change, Govt. of India ) prepared by Punjab State Council for Science & Technology with technical support of GIZ for funding under National Adaptation Fund on Climate Change (NAFCC). The project is being implemented in three districts of Punjab i.e. Ludhiana, Bhatinda and Tarn Taran. The project is being implemented through a multi-departmental coordination, where the partners Guru Angad Dev Veterinary and Animal Sciences University, Punjab Agricultural University, Deptt. of Animal Husbandry, Dairy Development Board, Punjab Energy Development Agency and PSCST are involved.
b) Technological Adaptation for Gainful Utilization of Paddy Straw: A Project on Utilization of paddy straw for briquette making and its utilization in brick kilns has been approved by Ministry of Environment Forest &Climate Change, Govt of India . The Project is being implemented by PSCST, RCE Chandigarh Lead agency in collaboration with industries and brick kiln operators which will help in utilizing this biomass/agro waste at local level and will reduce industry’s dependency on fossil fuel. The activities mentioned under project would also provide employment for collection of paddy straw & in paddy straw briquette manufacturing and also helps in various preventing various environmental issues like reducing GHG emissions and suspended air borne particulate matter, etc.
c) Active Participation and deliberations during 10 Capacity building events with participation from all major partners within the region and positive response to mobilization undertaken for visit to Science Express – Climate Action Special (SECAS) train on Climate Change facilitated by Government of India.
2. Sustainable initiatives/actions towards the Climate Change Issue:

a) The compiled information on Climate Change is being used as resource material by all the partners in their events , the publication is popular amongst Academia of University , College & Schools and in demand by Departmental and other partner agencies.
b) Capacity Building of about 350 officers/academician/Ecoclub Master Trainers with workshops / trainings and around 391 no. of schools including about 41,007 students, around 1414 teachers and number of experts from the region visited the Science Express – Climate Action Special (SECAS) train on Climate Change during its halt at three different stations in Punjab.

What is the project’s contribution to innovative and transformative educational processes for sustainable development (especially regarding formal/ non-formal learning/ research)? (Character count 500 words):
Climate Change poses substantial development challenges and can reverse achievements made in addressing the Millennium Development Goals (MDGs). In particular, climate change may impose additional stresses on vulnerable communities. Thus, the Climate Change and Environmental Education and Education for Sustainable Development are the major tools for protecting the environment and ensuring sustainable development. To respond to the growing needs, the Project promotes acquiring knowledge about the Climate Change and to stress on key component of adaptive capacity. Further, to acquire skills needed to adapt lives and livelihoods to the ecological, social and economic realities of a changing environment.
The capacity building collaborations on climate change has enabled transformative educational process as the sessions were based on :
a) Active and participatory learning and teaching processes;
b) Participation of supportive and qualified teachers;
c) Inherent links to local community
d) Pertaining to local issues.
Further, the innovative side of the Project is :
a) Facilitating Project Titled “ Towards Climate Resilient Livestock Production System in Punjab” The objectives of the Project are:
• Ensure sustainable levels of livestock production in small and marginal farmer households (HHs) in heat stress conditions through activities like artificial insemination, estrus synchronisation, heat resistant sheds, fodder availability and disease forecasting system.
• Climate Proofing of registered Gaushalas/construction of climate smart model cattle pounds (Cattle shed) housing 2000 stray cattle having provisions of rainwater harvesting, solar energy, biogas plants and energy efficient lighting like CFLs etc.
• Develop weather indexed insurance to compensate loss in income of small and marginalised farmers due to decrease in milk yield of buffalo/cattle based on the correlation of THI.
b) A Project on Utilization of paddy straw for briquette making and its utilization in brick kilns with the following objectives:
• Adapting & demonstrating existing technology to promote gainful utilization of paddy straw as a fuel in various sectors.
• Establish Cost effective technology for chopping and briquetting of paddy straw.
• Encourage entrepreneurs/ brick kiln owners for adaptation of paddy straw briquette manufacturing technology in other parts of the State as well as adjoining States.

How can you scale up and mainstream ESD and SD practices of the project and enable it to contribute to the implementation of the Global Action Programme (GAP) as proposed by UNESCO? (Character count 300 words) :
As per draft GAP, the present Project address the issue of Climate Change by articulating information & promoting collaborations at local level to add on to global level certainly aims to generate and scale-up action in all levels and areas of education and learning .Thus, the publication is hoped to to reorient education and learning about climate change issue so that everyone has the opportunity to acquire the knowledge, skills, values and lead to attitudinal change that empower them to promote & contribute to sustainable development.
The capacity building activities related to climate change have been undertaken for master trainers of Eco-clubs of Schools of the region, thus, its being integrated into education. The trainings and workshops of academia=, departments and Institutions target to empower and mobilize them to generate whole-institution approach towards the issue. Further, dove-tailing of the events like celebration of environmentally important days with the climate change sessions are also encouraging local communities. The sub projects related sustainable livestock production and utilization of paddy straw are inline to National Missions to address climate change i.e. Sustainable Agriculture Mission. Thus ,it is generating Integrating sustainability practices at local level.

How does you project contribute institutional and policy reforms as part of sustainability change? (Character count 500 words):
• The information material is the key knowledge material as a base document to bring out fresh insights from capacity development. The major aim of capacity development in the region has an approach of transformation with more of a matter of changing mindsets and attitudes. It is hoped that the transformation that is generated would go beyond performing tasks and would be sustained over time from within. For the same, regular workshops and training programmes with various departments/institutes are being organized for capacity building of the stakeholders for effective implementation of State Action Plan on Climate Change and formulation of projects to make the right policy choices and institutional reforms which would make the difference. Thus, capacity development targets to social or personal development that focuses on understanding the issues related to climate change and take act against the concerns that inhibit people, governments, international organizations and non-governmental organizations from realizing their development goals while enhancing the abilities that will allow them to achieve measurable and sustainable results.

5. How does your project further improve capacities of various partners and stakeholders on the theme? (Character count 500 words):
The lead agency PSCST is taking up Climate Change capacity building activities for adaptation and mitigation of Climate Change with support from Ministry of Environment Forest & Climate Change, Government of India with the active involvement of its network partners and stakeholders. The following programmes have been organized so far:
• Workshop-cum-Interactive Meeting for Capacity Building Regarding State Action Plan on Climate Change in Punjab held on 17.03.2015 in the Council.
• Workshop-cum-Interactive meeting for formulating projects on climate change held on 01-06-2015 in the Council.
• One day workshop for formulation of project proposals on Climate Change jointly organized by NABARD on 11-08-2015 in the Council.
• Three day workshop on ‘Climate Change Adaptation’ in collaboration with GIZ held from 10-12, Sep., 2015 in the Council.
• Jointly organized ‘31st National Convention of Environmental Engineers and National Seminar on Climate Change – Need for Global Partnership’ with Institution of Engineers, Chandigarh from Nov 6-7, 2015 at IEI, held at Chandigarh.
• A brainstorming session to discuss various issues regarding Greening Punjab under SAPCC was organized on 27.11.2015 in the Council.
• Two day Post-COP Climate Change Workshop: Concerns and Sub-National Initiatives was organized on Feb 17-18, 2016.
• Jointly organized National Conference on ‘Recent Trends in Environment, Science and Technology’ with Rayat-Bahra University, Mohali on March 11, 2016.
In all the programmes the resource material was distributed.

6. How does your project link to the SDGs or other global frameworks (e.g. UN Framework Convention on Climate Change, Convention on Biological Diversity, Sendai Framework for Disaster Risk Reduction 2015-2030)? (Character count 300 words):
Climate change is a major challenge for developing countries that face large scale climate variability and are exposed to enhanced risks from climate change. Thus, the topic Climate Change some countries in is with its vast population that is dependent on the growth of its agrarian economy and the Himalayan region.
The steps at local level gave an opportunity to participation in India Pavilion in COP-21 in Paris. Ministry of Environment Forest & Climate Change(MoEFCC) , Government of India requested the states to submit their concept notes for participation in the Side Events organized by the Govt. of India at COP-21 held from 31 November - 11th December, 2015 at Paris. Punjab was among one of the ten selected states for participation in COP-21. During the summit, the state made its presentation on ‘Towards Climate Smart Agriculture’ during the session on ‘Climate Change Planning and Actions at Sub-National Level’ hosted by United Nations Development Programme (UNDP) which was held on 05.12.2015. The presentation highlighted the climate change concerns of the State with regard to sustainable agriculture. State had also developed its resource material where in issues/concerns, adaptation strategies, key achievements and way forward related to different sectors including agriculture, water, managing paddy straw were addressed. Information on capacity building was also produced. During the side-event, the information material was released by Sh. Sanjeev Kumar, Joint Secretary, MoEF&CC, GoI.

Since the resource material discusses the Climate Change issue from Global, National & State perspective thus it is a comprehensive information in one publication and has proven as an appropriate resource material for Climate Change activities undertaken in the region by RCE to promote ESD.

Different subcomponents of the project cater to various issues related to climate change and have further implications in the region:
• Useful resource material to help people understand Climate Change issue. It highlights the key International collaborations, Patnerships & National Initiatives to combat Climate Change . It discusses the state initiatives on the issue to empower readers from various sections of the community. Thus, it provides a wider picture w.r.t. Global , National & Local perspective and reconnect with global agendas.
• Capacity building and dissemination of knowledge for better understanding of the issue of Climate change and further take adaptive and mitigation measures at local level.
